Will Shanghai's new *One Dog Policy* control its pet population?

as long as it controls their damn barking!!! chinese dog owners seem to think its cool to let their dogs bark all day and all night. kind of like a status symbol, like "hey, i'm rich, listen to my dog bark all day."
