Is being Chinese the major factor for HK and Singapore people scoring the highest IQ in the world?

IQ isn't everything. I've known several people with very high IQs (including one from China) who didn't have the common sense to come in out of the rain. Yeah, they did extremely well in school or in business, but they were failures as human beings.
