Formally charged after being arrested?

If he was arrested on may 21st and went to his first appearance on the 21st and was scheduled to go to court on the 13th, but it was passed, then on the 20th that was also passed, and again on the 27th, that was passed as well now its on july 5th... June 21 would of made it 30 days after being arrested that he is not FORMALLY charged, and the 40th day would be july 1st... how would he sign for himself to get released?? do i have to contact the Public defender and let him know its passed those dates that they can push the court date? Do i call the state attorney (who is the ones passing the court date) and ask them this? please help me figure out how to handle this. please and thank you!
