ITunes: why so broken?

So I have moved, if you insist; Michigan to Shanghai and so I am changing my location and bleh on my iTunes account because its not letting me do anything with an invalid location. I go to change my region and it tells me I MUST spend my credit. Problem is.. tax and stuff leaves me with a cold hard $0.77.. now what? I can't use that, meaning I can't change my country of residence.. meaning I need to proxy EVERYTIME I want to download.. why are you such a butthurt, itunes?
