Would Shanghai count as a Tiger economy?

China is vesting the entire country's resources in a hope to have Shanghai built up as a key financial center which will be depended upon the readiness of its "software" ie people's quality especially in dealing with integrity, corruptions and morality; transparency of government policies and rules, and free flow of news and information which are all vital to the success of a financial center.
