Why does New York want to collect taxes on cigarettes from Indian Reservations but not taxes on gas or booze?

Because they haven't figured out to legally tax the gas and booze yet. But cigarettes sold in any state in the US have a tax stamp. New York is trying to say that any cigarettes that pass through New York must have a tax stamp on them.
